Vacated high risk lands need a purpose and enforcement to remain vacant

High-risk lands are occupied because they are convenient, and will likely be reoccupied after households are resettled if the land is not immediately converted to another use. This will require the development and implementation of robust policy and incentives. Internationally, efforts to redevelop floodplains into public spaces (e.g. parks, playing fields, parking areas, and other lower-risk amenities) have been successful. However, there needs to be public and local government buy-in for these to be installed and maintained.
